DHS Unveils Small Vessel Security Strategy

The U.S. Department of Homeland Security (DHS) announced today a new Small Vessel Security Strategy (SVSS) designed to close security gaps and reduce risks associated with the potential exploitation of small maritime vessels. The SVSS identifies specific goals for which security efforts can achieve the greatest impact without excessive imposition upon the freedom of operation common to the nation’s waterways.
“We saw quite vividly with the U.S.S. Cole attack that violent extremists will not hesitate to use any means, large or small, in their efforts to inflict blows to our maritime assets,” said Homeland Security Secretary Michael Chertoff. “This strategy ensures all small vessel stakeholders across our ports and coastal waterways can play a role in unified threat mitigation efforts and replaces today’s seemingly honor-based neighborhood watch program with an efficient and successful means to combat terrorism along our waterways.”
DHS hosted the National Small Vessel Security Summit in June 2007, bringing together approximately 300 small vessel community stakeholders along with federal, state and local government leaders. Participants discussed security risks in the U.S. maritime domain and identified measures to mitigate gaps in small vessel management and improve control within the maritime domain. The SVSS is one of several core findings from the Summit, and identifies four serious concerns associated with the illicit use of small vessels and an overarching vision to minimize the associated risks. Specifically, it focuses on: domestic use of waterborne improvised explosive devices; conveyance for smuggling weapons (including radiological and nuclear weapons of mass destruction) into the U.S.; conveyance for smuggling terrorists into the U.S.; and waterborne platform for conducting a stand-off attack, such as Man-Portable Air Defense System attacks.
Approximately 85 percent of our nation’s critical infrastructure, including our ports and maritime structures, are owned and operated by the private sector. The federal government cannot single-handedly protect and defend against all potential threats of terrorism within the small vessel community. A coordinated multi-layered approach, as defined by the SVSS, will ensure that the maritime domain remains a secure and safe environment where small vessel operators can safely earn a living, travel and enjoy recreational activities without unduly burdensome government regulations.
Specific objectives identified in the SVSS to help achieve this goal include:
- Continue to develop and leverage a strong partnership with the small vessel community as well as both public and private sectors in order to enhance maritime domain awareness;
- Fortify maritime security and safety with a more robust, layered defense:
- Better identification of small vessels operating in U.S. waters,
- Expanded radiological/nuclear detection capabilities like the DHS West Coast Maritime Radiation Detection Project,
- Improved situational awareness and information sharing, and
- Enhanced data analysis to identify high-risk concerns;
- Leverage technology to enhance the ability to detect, determine intent and when necessary, interdict small vessels; and
- Cultivate coordination, cooperation and communications between federal, state, local and tribal partners in addition to the private sector and international partners to leverage capabilities and improve security operations within the maritime environment.
DHS will continue working with maritime partners to develop a follow-on small vessel security implementation plan, which will put the strategy into action this year.

A simple and excellent idea. Its one of those products that makes you think "Why didn't I think of that". Because I must admit that sometimes those round fenders just piss us off. We don't recommend throwing out all your traditional round fenders. However we recommend having a few of these on board the boat. Because there sensible and you never know just when you will be at one of those weird marina dock situations, or at a raft up party. We give this product a thumbs up.

This is a great website that we have found. They offer nice low altitude high resolution aerial photos of marinas, inlets, and harbors worldwide. Its great for looking at a marina you are interested in visiting, or would like to see an aerial photo of a marina to get a whole different perspective of the layout. Look up your homeport marina and order a print of it, you might even see your boat in it. It makes for a great gift for your captain or first mate.
We like this site a lot,however we noticed there are a few marina's not in there database. In there defense I am sure it is hard to get an aerial photo of every marina, lock & inlet.. We checked for our homeport marina in Washington D.C. and it wasnt listed. I'm sure its because of the air traffic restrictions enforced by homeland security. We will contact them for more information.

This seems to be a great tool to have in your boat tool box to replace the use hose clamps, zip ties, duct tape etc. Although Nothing Could Ever Replace Zip Ties And Duct Tape.The Clamptite tool can also be used for other uses such as connecting dock lines, water hoses, ropes, broken fenders, etc.We Cant Figure If The Guy Who Invented This Is A Genius, Had Way To Much Time On His Hands, Or Both. Anyway, If Used Properly What Ever Gets Connected Together Using The Clamptite Tool Devise Doesn't Seem Like It Will Fail Anytime Soon. How Often Do You Hear That Term "Doesnt Seem Like It Will Fail Anytime Soon" In The Marine Industry. I Would Say, Almost Never.
We tested it and thought that it was worth the cost. It was hard to use in some tight places however they do offer smaller sizes. Over all we think that this is a cool product. You will need to use a pair of wire cutters and pliers in conjunction with this product.We give this product a thumbs up.

This is an 8 hour course taught in there classroom on Tuesday and Thursday evenings from 7:00 p.m. to 9:00 p.m. for 2 weeks.
If you own a boat, you probably know the Federal laws for operation, including:
- Life Jackets (PFDs) of the right size for all on board
- Whistles or horns for all vessels
- Visual distress signalsif over 16'
- Block Numbers 3" or over displayed
- Proper Fire Extinguishers
- Throwable Floatation Device
Virginia, Maryland & D.C.:
Maryland enforces maritime laws across the entire potomac river except in the D.C. area itself:
Maryland Requires:
- All operators born after 1 July 1972 must have a certificate of boating safety education onboard for inspection (unless from another state and over 16 years of age).
- No one under 12 may tow another on waterskis or similar device.
- Towing may only be done between sunrise and sunset
- No operation in a swimming area
- No riding on bows or gunwales
- No jumping wakes close to another boat
- No overloading the vessel past capacity
- A Boating Under the Influence violation will be issued for a breath alcohol concentration of 0.08 or higher.
- No one under 16 can operate a personal watercraft (PWC), even with a certificate
- PWCs may only be operated between sunrise and sunset
- PWCs may not be operated at greater than 6 knots in water less than 24 inches deep
The District of Columbia also Requires:
- All children under 13 years of age must waer a life jacket unles in an enclosed cabin
- No one may operate a vessel (power / sail / rowing) unless they have taken a boating safety course and have certificate of completion on board for inspection. The only exception is for a minor under age 18 operating under the direct supervision of an adult with a certificate.
- When an operator is under 18 years old on a vessel 16' or more, all persons on board under 18 years old must wear a PFD
- No power driven vessel will be operated at a speed of greater than 6 miles per hour in the Potomac River upstream from the Arlington Memorial Bridge, Washington Channel upstream from Haines Point, Anacostia River upstream from Green Leaf Point to Benning Road Bridge, or greater than 10 miles per hour when passing the wharfs in the city of Alexandria, VA
- An observer of someone being towed must be at least 12 years old.
- The operator of a boat is deemed to have given consent for chemical testing. A blood alcohol content of over 0.08%, or ANY measurable blood alcohol for an operator under 21 years of age, will result in a Boating Under the Influence violation
- PWCs cannot jump the wake of a vessel within 100 yards of the vessel and must remain 25 yards from another PWC at over 10 miles per hour.
Security and Safety Zones:
There are many events in the Washington DC area that require a higher level of security on the rivers. Inauguarations, firework displays, festivals, summits, conventions, and more all heighten the security posture both ashore and afloat.
Notice to Mariners are issued prior to events and broadcast on VHF channel 16 during the security zone. There are security zones that may not be entered, and others that can be passed through with permission. If approached by a law enforcement boat at any time on the river, slow immediatly, respond to their commands for maneuvering, and there will be no problem. During polically sensitive events, law enforcement agents will use armed fire to stop the movement of a vessel not responding to verbal commands.

U.S. Coast Guard Maritime Security (MARSEC) Levels
The Coast Guard has a three-tiered system of Maritime Security (MARSEC) levels consistent with the Department of Homeland Security’s Homeland Security Advisory System (HSAS). MARSEC Levels are designed to provide a means to easily communicate pre-planned scalable responses to increased threat levels. The Commandant of the U.S. Coast Guard sets MARSEC levels commensurate with the HSAS. Because of the unique nature of the maritime industry, the HSAS threat conditions and MARSEC levels will align closely, though they will not directly correlate.
MARSEC levels are set to reflect the prevailing threat environment to the marine elements of the national transportation system, including ports, vessels, facilities, and critical assets and infrastructure located on or adjacent to waters subject to the jurisdiction of the U.S.
MARSEC Level 1 means the level for which minimum appropriate security measures shall be maintained at all times. MARSEC 1 generally applies when HSAS Threat Condition Green, Blue, or Yellow are set.
MARSEC Level 2 means the level for which appropriate additional protective security measures shall be maintained for a period of time as a result of heightened risk of a transportation security incident. MARSEC 2 generally corresponds to HSAS Threat Condition Orange.
MARSEC Level 3 means the level for which further specific protective security measures shall be maintained for a limited period of time when a transportation security incident is probable, imminent, or has occurred, although it may not be possible to identify the specific target. MARSEC 3 generally corresponds to HSAS Threat Condition Red.

NEWLY-INTRODUCED "CLEAN BOATING ACT OF 2008"
Bi-Partisan Legislation Would Permanently Restore
Clean Water Act Exemption for Recreational Boats
WASHINGTON, DC, March 19, 2008 - A newly introduced Senate bill, "The Clean Boating Act of 2008" (S. 2766) promises to be practical solution to a looming permit deadline for recreational boaters, anglers, and charter boats.
Because of a lawsuit targeting ocean-going commercial vessels carrying ballast water, the U.S. Environmental Protection Agency (EPA) is required to implement an "operational discharge permit" for all vessels in the United States - including recreational boats - by September 30, 2008. Without a change in law, all boaters will need to obtain this permit, as early as this summer.
However, with a possible Senate vote in the next few months, Boat Owners Association of The United States (BoatU.S.) is urging recreational boaters to quickly contact their Senate and House legislators to support The Clean Boating Act of 2008.
S. 2766 was introduced on Thursday, March 13 by Senate Environment and Public Works Chairwoman Barbara Boxer (D-Calif.) and Sen. Bill Nelson (D-Fla.). It follows two bills originally introduced in the spring and fall of 2007 as "The Recreational Boating Act of 2007" (H.R. 2550/S. 2067) by Representatives Gene Taylor (D-Miss.) and Candice Miller (R-Mich.) and Senator Mel Martinez (R-Fla.).
"Sens. Boxer and Nelson's bill now has the best chance of gaining widespread political support. As a result, we need every boater, every angler, and anyone who uses a boat to contact their senators and representatives to ask for their support of this bill," said BoatU.S. Vice President of Government Affairs Margaret Podlich.
"S. 2766 recognizes the fact that normal operational discharges from recreational boats, such as engine cooling water or deck runoff from rain, should not be viewed under the Clean Water Act as being similar to a commercial ship's ballast water," said Podlich. "This bill does not weaken any existing environmental laws restricting the overboard discharge of oil, fuel, garbage, or sewage."
S. 2766 also requires the EPA and U.S. Coast Guard to investigate the need for potential management practices for some recreational boat discharges over the next three years. Each step in this development process will include a public comment period and be subject to "reasonable and practical" criterion.
"BoatU.S. has been working with the National Marine Manufacturers Association (NMMA) and other groups to seek a viable recreational boating solution to the upcoming September permit deadline. We appreciate the leadership shown by members of Congress who understand that applying a new permit to recreational boating will not accomplish anything tangible, and will only create a new unnecessary bureaucracy, " added Podlich.

Lets Face It. Everyone Out There Is Feeling The Gas Problem In There Pockets And It Doesn't Look Like It Will Be Getting Better Anytime Soon, And The Boating Industry Is Really Getting Hit As Well. And That Means A Lot More Boats Will Be Sitting At The Docks This Boating Season. Some People Are Complaining About The Cost Of Filling There SUV, But Filling Some Of These Boats Up With Gas Or Diesel Is A Real KILLER To The Wallet. (Some Are In The Thousands). The Marine & Automotive Industry Are Working On Alternative Routes As We Speak. Right Now There Are Three Types Under Developement. Each On Of These Designs Seems Pretty Logical, But All Seem To Have A Little Flaw Here And There, From Manufacturing Costs, To Size Of Tanks, To Keeping Hydrogen Cold. However, As Of Now, Hydrogen-Powered Fuel Cells Seem To Be The Best Idea For Now.
